L’Eswatini, le Ghana, le Rwanda et le Soudan du Sud ont accept\u00e9 ces derniers mois des personnes expuls\u00e9es par les USA dans le cadre d’un programme de l’administration du pr\u00e9sident Trump visant \u00e0 renvoyer  des migrants sans papiers.<\/p>\n\n\n\n

HRW a indiqu\u00e9 avoir pris connaissance de l’accord conclu entre les Etats-Unis et le petit royaume africain d’Eswatini, qui n’a pas \u00e9t\u00e9 rendu public et pr\u00e9voit une aide financi\u00e8re de 5,1 millions de dollars pour renforcer ses capacit\u00e9s en mati\u00e8re de gestion des fronti\u00e8res et de migrations.<\/p>\n\n\n\n

En contrepartie, l’Eswatini a accept\u00e9 d’accueillir jusqu’\u00e0 160 personnes, assure l’ONG dans un communiqu\u00e9.<\/p>\n\n\n\n

En juillet, le royaume a accept\u00e9 cinq ressortissants cubains, jama\u00efcains, laotiens, vietnamiens et y\u00e9m\u00e9nites qui avaient \u00e9t\u00e9 condamn\u00e9s pour des crimes aux Etats-Unis.<\/p>\n\n\n\n

Il les a incarc\u00e9r\u00e9s dans une prison de haute s\u00e9curit\u00e9 de Matsapha, tristement c\u00e9l\u00e8bre pour d\u00e9tenir des prisonniers politiques et pour sa surpopulation.<\/p>\n\n\n\n

Des avocats et des groupes de la soci\u00e9t\u00e9 civile d’Eswatini ont saisi la justice pour contester la l\u00e9galit\u00e9 de ces d\u00e9tentions et exiger du gouvernement qu’il rende publics les termes de son accord avec Washington.<\/p>\n\n\n\n

HRW a d\u00e9clar\u00e9 avoir \u00e9galement pris connaissance de l’accord conclu avec le Rwanda, qui aurait accept\u00e9 d’accueillir jusqu’\u00e0 250 personnes, et qui pr\u00e9voit une aide financi\u00e8re am\u00e9ricaine d’environ 7,5 millions de dollars.<\/p>\n\n\n\n

\u00ab\u00a0Les accords opaques qui facilitent ces transferts (…) s’inscrivent dans une approche politique des Etats-Unis qui viole le droit international (…) et vise \u00e0 instrumentaliser la souffrance humaine comme moyen de dissuasion de la migration\u00a0\u00bb, a d\u00e9clar\u00e9 HRW.<\/p>\n\n\n\n

L’organisation a exhort\u00e9 les gouvernements africains \u00e0 refuser d’accepter les personnes expuls\u00e9es des USA et \u00e0 annuler les accords d\u00e9j\u00e0 en vigueur.<\/p>\n\n\n\n

\u00ab\u00a0Ces accords font des gouvernements africains les complices des violations horribles des droits humains des immigrants commises par l’administration Trump\u00a0\u00bb, a d\u00e9clar\u00e9 Allan Ngari, directeur du plaidoyer \u00e0 HRW.<\/p>\n\n\n\n

Les pays concern\u00e9s devraient \u00ab\u00a0divulguer les termes de ces accords, autoriser l’acc\u00e8s \u00e0 des observateurs ind\u00e9pendants et s’abstenir de d\u00e9tenir des personnes expuls\u00e9es en l’absence de base juridique claire\u00a0\u00bb, a-t-il ajout\u00e9.<\/p>\n\n\n\n

Ils devraient \u00e9galement veiller \u00e0 ce qu’aucune de ces personnes ne soit renvoy\u00e9e dans son pays d’origine s’il existe des preuves qu’elle pourrait y \u00eatre victime de maltraitance, a ajout\u00e9 l’ONG.<\/p>\n\n\n\n
