Depuis le retour du pr\u00e9sident am\u00e9ricain Donald Trump \u00e0 la Maison Blanche en janvier, son administration avait d\u00e9j\u00e0 envoy\u00e9 des \u00e9trangers vers ces trois premiers pays, dont ils n’\u00e9taient souvent pas originaires.<\/p>\n\n\n\n

A titre d’exemple, un groupe de huit migrants avait \u00e9t\u00e9 transport\u00e9 d\u00e9but juillet au Soudan du Sud, pays instable parmi les plus pauvres au monde. Parmi eux : deux Birmans, deux Cubains, un Vietnamien, un Laotien, un Mexicain et un seul Sud-Soudanais.<\/p>\n\n\n\n

Un premier groupe de sept personnes est aussi arriv\u00e9 mi-ao\u00fbt sur le sol rwandais, a annonc\u00e9 jeudi Kigali, qui avait annonc\u00e9 d\u00e9but ao\u00fbt avoir accept\u00e9 d’accueillir jusqu’\u00e0 250 personnes expuls\u00e9es des \u00c9tats-Unis.<\/p>\n\n\n\n

Tous les migrants expuls\u00e9s ont re\u00e7u \u00ab\u00a0un soutien appropri\u00e9 et la protection du gouvernement rwandais\u00a0\u00bb, a d\u00e9clar\u00e9 dans un message \u00e0 l’AFP la porte-parole du gouvernement rwandais, Yolande Makolo.<\/p>\n\n\n\n

\u00ab\u00a0Trois d’entre eux ont exprim\u00e9 le souhait de retourner dans leur pays d’origine, tandis que quatre souhaitent rester (au Rwanda) et y construire leur vie\u00a0\u00bb, a-t-elle indiqu\u00e9, sans pr\u00e9ciser leurs nationalit\u00e9s.<\/p>\n\n\n\n

Interrog\u00e9e par l’AFP, une porte-parole de l’Organisation internationale pour les migrations (OIM) a expliqu\u00e9 qu’elle ne \u00ab\u00a0soutient ni ne facilite les expulsions\u00a0\u00bb, mais les visite pour \u00e9valuer leurs besoins fondamentaux.<\/p>\n\n\n\n

Le Rwanda, petit pays d’environ 13 millions d’habitants, qui a connu une forte croissance \u00e9conomique depuis le g\u00e9nocide de 1994 – au moins 800.000 personnes avaient p\u00e9ri, selon l’ONU, pour la plupart des Tutsi mais aussi des Hutu mod\u00e9r\u00e9s -, est fr\u00e9quemment critiqu\u00e9 pour son bilan en mati\u00e8re de droits humains.<\/p>\n\n\n\n

Ce pays avait d\u00e9j\u00e0 sign\u00e9 un accord migratoire, r\u00e9mun\u00e9rateur, avec le Royaume-Uni, finalement annul\u00e9 en 2024 par le nouveau gouvernement britannique apr\u00e8s avoir g\u00e9n\u00e9r\u00e9 d’intenses pol\u00e9miques.<\/p>\n\n\n\n

\u00ab\u00a0Ces accords sur les demandeurs d’asile ont repr\u00e9sent\u00e9 une manne financi\u00e8re pour le Rwanda\u00a0\u00bb, a estim\u00e9 aupr\u00e8s de l’AFP un militant des droits humains, sous couvert d’anonymat par craintes de repr\u00e9sailles.<\/p>\n\n\n\n

\u00ab\u00a0L’acceptation de ces personnes expuls\u00e9es lui conf\u00e8re \u00e9galement un avantage dans les n\u00e9gociations de paix en cours concernant le conflit en RDC\u00a0\u00bb (R\u00e9publique d\u00e9mocratique du Congo), a-t-il ajout\u00e9.<\/p>\n\n\n\n

Soutenu par Kigali, le groupe arm\u00e9 M23 s’est empar\u00e9 ces derni\u00e8res ann\u00e9es de larges pans de l’est de la RDC, notamment des grandes villes de Goma et Bukavu au cours d’une vaste offensive lanc\u00e9e fin 2024, accompagn\u00e9e de violations massives des droits humains.<\/p>\n\n\n\n

Aucune \u00e9ventuelle contrepartie n’a \u00e9t\u00e9 mentionn\u00e9e dans l’accord USA-Rwanda sur les migrants, alors que Washington est pass\u00e9 \u00e0 l’offensive sur les minerais de RDC, essentiels \u00e0 la fabrication de composants pour l’armement, les t\u00e9l\u00e9phones mobiles et les voitures \u00e9lectriques.<\/p>\n\n\n\n

Des \u00e9missaires rwandais et congolais ont repris mardi des pourparlers de paix au Qatar, apr\u00e8s avoir sign\u00e9 une d\u00e9claration de principe le 19 juillet r\u00e9affirmant \u00ab\u00a0leur engagement en faveur d’un cessez-le-feu permanent\u00a0\u00bb. Les deux pays avaient d\u00e9j\u00e0 sign\u00e9 un accord de paix aux \u00c9tats-Unis fin juin.<\/p>\n\n\n\n

Mais le faible nombre de migrants arriv\u00e9s au Rwanda mi-ao\u00fbt, en plus des huit expuls\u00e9s au Soudan du Sud et de cinq autres envoy\u00e9s en Eswatini mi-juillet, traduit les difficult\u00e9s pour l’administration am\u00e9ricaine d’appliquer son plan de d\u00e9portation massive d’\u00e9trangers en situation irr\u00e9guli\u00e8re.<\/p>\n\n\n\n

Le Salvador, petit pays d’Am\u00e9rique centrale dirig\u00e9 par Nayib Bukele, l’autoproclam\u00e9 \u00ab\u00a0dictateur le plus cool du monde\u00a0\u00bb, a \u00e9t\u00e9 le premier pays \u00e0 accepter ces expuls\u00e9s. Pendant quatre mois, 252 V\u00e9n\u00e9zu\u00e9liens accus\u00e9s d’appartenance au gang \u00ab\u00a0Tren de Aragua\u00a0\u00bb y ont \u00e9t\u00e9 incarc\u00e9r\u00e9s, avant d’\u00eatre renvoy\u00e9s au Venezuela.<\/p>\n\n\n\n

Seulement 20 d’entre eux avaient un casier judiciaire aux \u00c9tats-Unis, selon Caracas, et plusieurs ont racont\u00e9 \u00e0 l’AFP l’enfer carc\u00e9ral subi au Salvador.<\/p>\n\n\n\n

Le gouvernement ougandais a annonc\u00e9 la semaine derni\u00e8re avoir lui aussi conclu un accord avec Washington pour accueillir des expuls\u00e9s des \u00c9tats-Unis.<\/p>\n\n\n\n

Parmi eux devrait se trouver Kilmar Abrego Garcia, un Salvadorien devenu le symbole malgr\u00e9 lui de la politique r\u00e9pressive am\u00e9ricaine.<\/p>\n\n\n\n

Expuls\u00e9 \u00e0 tort en mars vers le Salvador puis ramen\u00e9 aux \u00c9tats-Unis, il a \u00e9t\u00e9 r\u00e9arr\u00eat\u00e9 lundi et plac\u00e9 en d\u00e9tention avant une nouvelle expulsion – vers l’Ouganda – qu’il conteste judiciairement.<\/p>\n\n\n\n
