Les pr\u00e9sidents congolais F\u00e9lix Tshisekedi et rwandais Paul Kagame sont attendus samedi \u00e0 un sommet r\u00e9gional \u00e0 Dar es Salaam en Tanzanie pour trouver une issue au conflit dans l’est de la RDC, o\u00f9 progressent le M23 et ses alli\u00e9s rwandais.<\/p>\n\n\n\n

Ce sommet conjoint des huit pays membres de la Communaut\u00e9 des Etats d’Afrique de l’Est (EAC) et des 16 pays membres de la Communaut\u00e9 de d\u00e9veloppement de l’Afrique australe (SADC) a \u00e9t\u00e9 convoqu\u00e9 apr\u00e8s la prise \u00e9clair de Goma, capitale provinciale du Nord-Kivu, par le groupe arm\u00e9 antigouvernemental M23 (\u00ab\u00a0Mouvement du 23 mars\u00a0\u00bb) et les troupes rwandaises.<\/p>\n\n\n\n

La pr\u00e9sidence congolaise a confirm\u00e9 vendredi soir la participation de M. Tshisekedi par vid\u00e9oconf\u00e9rence.<\/p>\n\n\n\n

Depuis la chute de Goma la semaine derni\u00e8re, au prix d’affrontements meurtriers et d’une d\u00e9gradation d’une situation humanitaire d\u00e9j\u00e0 catastrophique, le conflit s’est install\u00e9 dans la province voisine du Sud-Kivu.<\/p>\n\n\n\n

La peur et la panique se sont d\u00e9j\u00e0 empar\u00e9es du chef-lieu, Bukavu. Des combats ont eu lieu vendredi \u00e0 moins de 70 km, selon des sources s\u00e9curitaires et locales. Des banques et des \u00e9coles ont \u00e9t\u00e9 ferm\u00e9es. De nombreux habitants ont d\u00e9j\u00e0 quitt\u00e9 la ville.<\/p>\n\n\n\n

Plusieurs pays voisins de la R\u00e9publique d\u00e9mocratique du Congo redoutent un embrasement r\u00e9gional, faute de solution diplomatique rapide.<\/p>\n\n\n\n

Depuis le d\u00e9but du conflit il y a plus de trois ans, une demi-douzaine de tr\u00eaves et cessez-le-feu ont \u00e9t\u00e9 sign\u00e9s, avant d’\u00eatre syst\u00e9matiquement rompus.<\/p>\n\n\n\n

Les tentatives de m\u00e9diation, notamment de l’Angola et du Kenya, ont jusqu’ici \u00e9chou\u00e9. Kinshasa r\u00e9clame aupr\u00e8s de la communaut\u00e9 internationale des sanctions contre le Rwanda, mais aucune d\u00e9cision n’a \u00e9t\u00e9 prise \u00e0 ce stade.<\/p>\n\n\n\n

Une r\u00e9union minist\u00e9rielle s’est tenue vendredi en amont du sommet dans la capitale \u00e9conomique tanzanienne.<\/p>\n\n\n\n

– \u00ab\u00a0Cessez-le-feu\u00a0\u00bb –<\/h2>\n\n\n\n

\u00ab\u00a0Nous avons une occasion en or, nous EAC et SADC, pour aider le peuple de la R\u00e9publique d\u00e9mocratique du Congo\u00a0\u00bb, a dit vendredi le ministre k\u00e9nyan des Affaires \u00e9trang\u00e8res, Musalia Mudavadi.<\/p>\n\n\n\n

Le chef de la diplomatie k\u00e9nyane a appel\u00e9 \u00e0 une fusion des processus de paix initi\u00e9s d’une part par le Kenya et d’autre part par l’Angola.<\/p>\n\n\n\n

Le minist\u00e8re rwandais des Affaires \u00e9trang\u00e8res avait \u00ab\u00a0salu\u00e9 le sommet conjoint propos\u00e9\u00a0\u00bb tout en affirmant avoir \u00ab\u00a0syst\u00e9matiquement plaid\u00e9 en faveur d’une solution politique au conflit en cours\u00a0\u00bb.<\/p>\n\n\n\n

Except\u00e9 un appel au \u00ab\u00a0cessez-le-feu\u00a0\u00bb, les positions des deux organisations paraissent toutefois \u00e9loign\u00e9es.<\/p>\n\n\n\n

La semaine derni\u00e8re, les dirigeants de la SADC ont \u00ab\u00a0r\u00e9affirm\u00e9\u00a0\u00bb leur \u00ab\u00a0engagement ind\u00e9fectible \u00e0 continuer de soutenir la RDC dans sa qu\u00eate de sauvegarde de son ind\u00e9pendance, de sa souverainet\u00e9 et de son int\u00e9grit\u00e9 territoriale\u00a0\u00bb.<\/p>\n\n\n\n

L’EAC a pour sa part \u00ab\u00a0fermement exhort\u00e9 le gouvernement de la RDC \u00e0 engager le dialogue avec tous les acteurs, dont le M23\u00a0\u00bb. Ce que la RDC, membre de la SADC, a jusqu’ici rejet\u00e9.<\/p>\n\n\n\n

Le retrait de la mission de la SADC (SAMIDRC), d\u00e9ploy\u00e9e depuis 2023 dans l’est de la RDC, est souhait\u00e9 par le pr\u00e9sident rwandais Paul Kagame, pour qui la SAMIDRC n’est \u00ab\u00a0pas une force de maintien de la paix\u00a0\u00bb et n’a \u00ab\u00a0pas sa place dans cette situation\u00a0\u00bb.<\/p>\n\n\n\n

L’est de la RDC est riche en ressources naturelles (notamment le tantale et l’\u00e9tain, massivement utilis\u00e9s dans les batteries et les \u00e9quipements \u00e9lectroniques, et l’or) et Kinshasa accuse Kigali de vouloir les piller.<\/p>\n\n\n\n

Le Rwanda nie et affirme vouloir \u00e9radiquer de la r\u00e9gion des groupes arm\u00e9s, notamment cr\u00e9\u00e9s par d’ex-responsables hutu du g\u00e9nocide des Tutsi au Rwanda en 1994, qui menacent selon lui sa s\u00e9curit\u00e9.<\/p>\n\n\n\n
