Le 25 novembre dernier \u00e0 Luanda, une perc\u00e9e diplomatique importante a \u00e9t\u00e9 r\u00e9alis\u00e9e sous la m\u00e9diation angolaise. Les ministres des Affaires \u00e9trang\u00e8res de la RDC et du Rwanda ont approuv\u00e9 le \u00ab\u00a0Concept d&rsquo;op\u00e9rations\u00a0\u00bb (Conops), une feuille de route visant \u00e0 apaiser les tensions.<\/p>\n\n\n\n<p class=\"\">Ce Conops articule deux grands objectifs : neutraliser les Forces d\u00e9mocratiques pour la lib\u00e9ration du Rwanda (FDLR) et retirer les troupes rwandaises du territoire congolais. Si ces ambitions sont louables, leur mise en \u0153uvre reste complexe, avec de nombreux d\u00e9fis \u00e0 relever.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>1. Le Conops : Une tentative strat\u00e9gique de r\u00e9tablir la paix<\/strong><\/h3>\n\n\n\n<p class=\"\">Au cours de la r\u00e9union de Luanda, organis\u00e9e dans le cadre de la m\u00e9diation de l&rsquo;Union africaine, le Conops a \u00e9t\u00e9 pr\u00e9sent\u00e9 comme une solution au double d\u00e9fi des groupes arm\u00e9s dans l&rsquo;est du Congo et des tensions politiques entre Kinshasa et Kigali.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Les piliers cl\u00e9s du Conops<\/strong> :<\/h4>\n\n\n\n<ol class=\"wp-block-list\">\n<li class=\"\"><strong>Neutralisation des FDLR<\/strong> : Ce groupe rebelle, form\u00e9 par d&rsquo;anciens responsables du g\u00e9nocide rwandais de 1994, est per\u00e7u par Kigali comme une menace s\u00e9curitaire majeure.<\/li>\n\n\n\n<li class=\"\"><strong>Retrait des troupes rwandaises<\/strong> : Kinshasa exige le d\u00e9part des forces rwandaises, bien que Kigali nie toute pr\u00e9sence militaire dans la r\u00e9gion.<\/li>\n<\/ol>\n\n\n\n<p class=\"\">Le Conops propose une mise en \u0153uvre en quatre phases sur trois mois :<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li class=\"\"><strong>\u00c9valuation des menaces<\/strong> pos\u00e9es par les FDLR et les \u00ab\u00a0mesures d\u00e9fensives\u00a0\u00bb rwandaises.<\/li>\n\n\n\n<li class=\"\"><strong>Neutralisation cibl\u00e9e<\/strong> des groupes arm\u00e9s et d\u00e9mant\u00e8lement de leurs bases.<\/li>\n\n\n\n<li class=\"\"><strong>V\u00e9rification commune<\/strong> des progr\u00e8s r\u00e9alis\u00e9s.<\/li>\n\n\n\n<li class=\"\"><strong>Stabilisation<\/strong> par la d\u00e9mobilisation des FDLR, leur rapatriement et la normalisation des relations bilat\u00e9rales.<\/li>\n<\/ol>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>2. Des d\u00e9fis persistants et des tensions profondes<\/strong><\/h3>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Un climat de m\u00e9fiance durable<\/strong><\/h4>\n\n\n\n<p class=\"\">Kinshasa et Kigali continuent de s&rsquo;accuser mutuellement d\u2019agressions et de soutien \u00e0 des groupes arm\u00e9s, alimentant une m\u00e9fiance chronique qui complique toute coop\u00e9ration.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Des risques pour les civils<\/strong><\/h4>\n\n\n\n<p class=\"\">La neutralisation des FDLR risque de provoquer des repr\u00e9sailles contre les populations locales, exacerbant une crise humanitaire d\u00e9j\u00e0 critique. Selon les Nations Unies, plus de six millions de personnes sont d\u00e9plac\u00e9es dans l&rsquo;est de la RDC.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Une volont\u00e9 politique fragile<\/strong><\/h4>\n\n\n\n<p class=\"\">Les deux gouvernements font face \u00e0 des pressions internes qui pourraient compromettre leur engagement. De plus, le soutien logistique et financier de la communaut\u00e9 internationale reste insuffisant pour mener \u00e0 bien ce type d&rsquo;op\u00e9ration.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>3. Implications r\u00e9gionales et internationales<\/strong><\/h3>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Un enjeu pour la stabilit\u00e9 r\u00e9gionale<\/strong><\/h4>\n\n\n\n<p class=\"\">Le conflit entre la RDC et le Rwanda d\u00e9passe leurs fronti\u00e8res. Sa r\u00e9solution pourrait renforcer la coop\u00e9ration \u00e9conomique et s\u00e9curitaire dans la r\u00e9gion des Grands Lacs. Un \u00e9chec, cependant, risque de raviver des tensions dormantes dans les pays voisins, comme l\u2019Ouganda ou le Burundi.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Un r\u00f4le cl\u00e9 pour la m\u00e9diation internationale<\/strong><\/h4>\n\n\n\n<p class=\"\">La MONUSCO, en partenariat avec l\u2019Angola, joue un r\u00f4le crucial dans le suivi du Conops. Cependant, ses capacit\u00e9s op\u00e9rationnelles limit\u00e9es et les critiques r\u00e9guli\u00e8res sur son inefficacit\u00e9 pourraient entraver les progr\u00e8s sur le terrain.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>4. Analyse : Un pas en avant ou une tr\u00eave temporaire ?<\/strong><\/h3>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Des ambitions \u00e9lev\u00e9es mais r\u00e9alistes ?<\/strong><\/h4>\n\n\n\n<p class=\"\">Le Conops cherche \u00e0 restaurer l\u2019autorit\u00e9 de l\u2019\u00c9tat dans l\u2019est de la RDC et \u00e0 am\u00e9liorer la stabilit\u00e9 r\u00e9gionale. Mais les d\u00e9fis politiques, logistiques et humanitaires demeurent immenses.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Un test pour la coop\u00e9ration r\u00e9gionale<\/strong><\/h4>\n\n\n\n<p class=\"\">Ce plan repr\u00e9sente une opportunit\u00e9 rare de reconstruire la relation entre Kinshasa et Kigali. Mais les animosit\u00e9s historiques et les int\u00e9r\u00eats divergents rendent une collaboration durable incertaine.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Conclusion : Une paix encore incertaine<\/strong><\/h3>\n\n\n\n<p class=\"\">L\u2019approbation du Conops est un jalon important, mais elle reste fragile.
