SAMIR TOUNSI)<\/figcaption><\/figure>\n\n\n\n<p class=\"\">Les financements internationaux sont insuffisants pour que le bassin forestier de la R\u00e9publique d\u00e9mocratique du Congo puisse jouer son r\u00f4le dans la lutte contre le changement climatique, selon un rapport publi\u00e9 mardi par deux groupes de recherche&nbsp;li\u00e9s \u00e0 l&rsquo;universit\u00e9 de New-York.<\/p>\n\n\n\n<p class=\"\">Vaste pays d&rsquo;Afrique centrale class\u00e9 parmi les plus pauvres du monde, la RDC poss\u00e8de 60% de la for\u00eat tropicale du bassin du Congo, capable d&rsquo;absorber une immense quantit\u00e9 de carbone, et de nombreux minerais \u00ab\u00a0strat\u00e9giques\u00a0\u00bb pour la transition \u00e9cologique.<\/p>\n\n\n\n<p class=\"\">Alors qu&rsquo;elle est encourag\u00e9e par la communaut\u00e9 internationale \u00e0 mobiliser ces atouts, la RDC n&rsquo;a pas re\u00e7u les financements attendus, affirme une \u00e9tude produite par les chercheurs du groupe d\u2019\u00c9tudes sur le Congo bas\u00e9 \u00e0 l&rsquo;universit\u00e9 de New York, et l&rsquo;institut congolais Ebuteli.<\/p>\n\n\n\n<p class=\"\">Les pays les plus riches et les plus pollueurs ont pris l\u2019engagement de mobiliser 100 milliards de dollars par an pour aider les pays pauvres \u00e0 faire face au changement climatique.<\/p>\n\n\n\n<p class=\"\">Mais ces financements \u00ab\u00a0profitent davantage aux nouveaux pays industrialis\u00e9s\u00a0\u00bb comme la Chine, le Br\u00e9sil, l&rsquo;Inde, ou l&rsquo;Afrique du sud, \u00ab\u00a0o\u00f9 sont concentr\u00e9s \u00e9galement les investissements directs \u00e9trangers des pays d\u00e9velopp\u00e9s\u00a0\u00bb, souligne l&rsquo;ONG Oxfam, cit\u00e9e dans le rapport.<\/p>\n\n\n\n<p class=\"\">Par ailleurs, pour ce qui concerne la RDC, entre 2016 et 2020, l&rsquo;organisme \u00e9tatique charg\u00e9 de canaliser les appuis des bailleurs de fonds dans le secteur climatique, n&rsquo;a obtenu que 220 millions de dollars sur les 1,1 milliard attendus, selon cette \u00e9tude.<\/p>\n\n\n\n<p class=\"\">Ce genre de \u00ab\u00a0sous-financement compromet l&rsquo;appropriation nationale des initiatives visant la pr\u00e9servation des for\u00eats et tourbi\u00e8res\u00a0\u00bb, estiment les chercheurs.<\/p>\n\n\n\n<p class=\"\">Pour accro\u00eetre son financement climatique, la RDC doit mettre en place&nbsp;\u00ab\u00a0une bonne gouvernance, un climat des affaires ad\u00e9quat, une stabilit\u00e9 socio-\u00e9conomique et politique, et un cadre r\u00e9glementaire transparent\u00a0\u00bb, ajoutent-ils.<\/p>\n\n\n\n<p class=\"\">Selon ce rapport, le manque de fonds peut alimenter en RDC l&rsquo;id\u00e9e d\u2019un \u00ab\u00a0complot international contre l\u2019\u00c9tat congolais\u00a0\u00bb o\u00f9 celui-ci serait \u00ab\u00a0victime\u00a0\u00bb d&rsquo;un \u00ab\u00a0\u00e9change in\u00e9gal\u00a0\u00bb dans le cadre de la lutte internationale contre le changement climatique.<\/p>\n\n\n\n<p class=\"\">\u00a9 Agence France-Presse<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Les financements internationaux sont insuffisants pour que le bassin forestier de la R\u00e9publique d\u00e9mocratique du Congo puisse jouer son r\u00f4le dans la lutte contre le changement climatique, selon un rapport publi\u00e9 mardi par deux groupes de recherche&nbsp;li\u00e9s \u00e0 l&rsquo;universit\u00e9 de New-York.
